after some 30 years of trying, I have had zero effect in influencing any of
the standards bodies, so now I just complain at them. The MIL STD and DO-160
folks are far more receptive to helpful suggestions. It would be nice if the
standards committees would provide a FAQ and feed back form on a website for
each standard. Lord only knows I pay them enough money to do something like
this!


You describe damp paper....  ESD is run under some humidity control so the
"dampness" is quite limited. I still argue, until data is presented,
dielectric material of plastics influences more.


I don't find the layering material practical. layers lift. Here is another
area that is open for interpretation. no amount of coaxing will get a typical
cable to lie flat, which then introduces how flat does the cable have to be?
Taping down the cable works to some degree, but it lifts layers on thin films.
For this issue, sheet is easier to use. 

Back to being practical, I'm sure this requirement comes about from trying to
reproduce the effects of lying on a metal table with some aesthetically
pleasing surface finish applied. Seems the way to go would be to specify
sticky backed plastic ( Blue Peter days showing here ), of a given thickness,
adhered to the HCP.

I think this raises more than one very important point. First, yes, a 
test house or assessor must not gold-plate the standard, i.e. make 
assumptions that render it more stringent. Second, even so, if they see 
something that raises doubts, they can ADVISE. Third, they should always 
report the matter through their route into the standards body; we all 
have one, however carefully concealed (;-)

But the permittivity of the absorbed water is about 80 (yes, eighty), so 
the capacitance goes up greatly if the board is damp.

PETP (such as Mylar) is very good. The spacer doesn't have to be 
homogenous; a combination of low-cost material (non-hygroscopic) and a 
plastic film might be attractive.
