MIL-STD-461 covers conducted emissions from 30 Hz to 10 MHz for dc power.
For ac power, it is from twice the power frequency to 10 MHz.  Not all
programs cover the spectrum below 10 kHz. 10 kHz to 10 MHz is covered by all
military project.

Radiated emissions are covered from 2 MHz to 18 GHz for all programs.  Some
Navy platforms and Army helicopters control radiated emissions (electric
field) between 10 kHz and 2 MHz.  Additionally, some programs control
radiated magnetic emissions (at 7 cm) between 50 Hz to 100 KHz.

Expecting that DEF-STAN-5941 is not terribly different.  NATO STANAGS are
coordinated with MIL-STDs.
