Your interpretation is far too stringent. The provision DOES apply to small custom 'boxes of tricks', not just large items, and the OP said that they were purpose-built, not commercially available. It is quite clear from the Guide that such 'boxes' do not have to be literally 'one-off' - an (implied small) number can be deployed at specified sites. There really is no justifiable reason to say that a box can be used at one site but not at another whose EMC environment is not significantly different.
