Rich, Absolutely YES. The potential for harm continues to exist and is only mitigated by controls (barriers, insulation, clearance and creepage) that can and do fail. Exposure to the hazard whether directly or indirectly may cause harm to the exposed person(s), or cause a fire resulting in potential harm to persons and property.
