This (repeated hi-pot) is specifically not allowed in UK and many other European countries. I don't know of any failures definitely due to insulation degradation, but when periodic field testing for electrical safety (Portable Appliance Testing, which is a legal requirement) was first introduced, incompetent operators wrecked a very large amount of equipment by wrongly applying hi-pot. -- OOO - Own Opinions Only.
