Yes, I noticed this myself, but then, this is a consumer database. It does explain things: (excerpt)
Electric shock The products pose a risk of electric shock because : - the construction of the converter does not comply with the requirements on distance between primary and secondary windings for reinforced insulation, - the condensers in primary circuits do not comply, - the length of the conductors enables by-passing of double insulation in case of connector release and the possibility of the presence of mains voltage on the exit connector, - the requirements on reinforced insulation between the output connector and mains plug for double insulation are not met. The product does not comply with the Low Voltage Directive and the relevant European standards EN 55022 and EN 55024 Possibly, 55022 and 55024 are not explained further because they aren't consumer safety issues. Lots of "voluntary recalls" for this stuff. I don't see any siezures, which suggests that proescution was withheld.
