It seems clear to me that translation of the original Language to Euro-English is the cause of the confusion. I suppose that a power supply does not contain any condensers (although modern pc's contain water cooling), but capacitors.
Mentioning EMC standards in one line with the LVD requirements may make sense in in the original Slovakian (ie being not confusing) but when translated/reworded , the translator did't understand the confusion caused by that.
