EN 300 386 is not, and has never has been, listed in the R&TTE OJ. The R&TTE
OJ dated June 3, 2008 jumps from EN 300 373-3 to EN 300 390-2.
As Kris stated below, the scope of EN 300 386 is for Telecommunications
Network Equipment (TNE), not Telecommunications Terminal Equipment (TTE).
Additionally, from the EN 300386 v1.4.1 Foreword, "The present document is
intended to become a Harmonized Standard, the reference of which will be
published in the Official Journal of the European Communities referencing the
Council Directive on the approximation of the laws of the Member States
relating to electromagnetic compatibility ("the EMC Directive") (89/336/EEC
[49] as amended and 2004/108/EC [52])."
Therefore, EN 300 386 is not intended for the R&TTE Directive.
Which still begs the question, why are EN 300 386 versions v1.2.1, v1.3.1,
v1.3.2, and v1.3.3 still listed in the EMC OJ as simultaneously valid
standards, while v1.4.1, "adopted" in April 2008, and supposedly has a “Date
of latest announcement of this EN (doa)” of 31 July 2008, not listed in an
EMC OJ published in November 2008?

I would expect that this standard is listed under the R&TTE Directive, not the
EMC Directive, even though it is an EMC standard; it is primarily an R&TTE
standard.

Is EN 300 386 V1.4.1 usable as a Harmonized Standard giving a presumption of
conformity, or wait until published?
