Subject: CE Declaration Signatory

Hello colleagues,

In the 1990s we held a discussion on this forum about who should be the
authorized signer of a CE Declaration of Conformity. As I recall it was a
rather spirited discussion. For example; in the early days of CE marking,
there was a fairly high sensitivity to the question of fraudulent declarations
and marking. Also, there was concern about liability and the signatory’s
personal risk of litigation.

Over time, attitudes, perceptions may have changed and we certainly see a
change in business with outsourcing, insourcing and a host of other business
models in operation. So, I would like to pose the question once again. I am
not asking for anyone to reveal the secret inner workings of their company, so
this is more a question about what are the best practices and why.

So here is my question; Who is the “best person” to sign an EU Declaration
of Conformity and why?

When I say best person, I’m talking about a person with a departmental
position as well as role or rank within the organization that manufactures the
product. Some of the possible responses I have anticipated are:

1) Engineering Department, Quality department, or Operations department.

2) Engineering Director, V.P. of Engineering, or officer of the
corporation.

I look forward to your responses.
