I think we can agree that the radiation from PLT-energized cables is not 
intentional. But 'intention' and 'actuality' are not the same. What 
matters for EMC is whether the installation actually radiates or not, 
regardless of whether it is intended to or not.

What is it that is 'paved with good intentions'?(;-)
