A suitable test could be how much of RF injected is radiated vs. what arrives at the load. I would include all of the power produced by repeaters along the way.
PLC via coax could be acceptable, given sound installation and maintenance. CHOOSING a radiating conductor is I think a clear if unacknowledged admission one means to radiate. The US FCC follows that rule when distinguishing between intentional and unintentional leaky coax systems. But... ether?
