I haven't done the calculations myself, but radio amateurs in UK have 
claimed that PLT radiation reaching the ionosphere will produce 
significant field strengths at single-skip distances.

The calculations are probably based on a 6dB mode-conversion loss 
between DM and CM, which IS a measured value on some home wiring 
networks.
