IEC60092-504 have reference to IEC61000-4-4, so I assume that the burst “Line-to-Line” requirement is not the same as “Line-to-Line” as we are familiar with regarding surge testing.

Upon further reading of the 60092-504 requirement you provided, I wonder if they are trying to describe two different ways that some people might call out the power entry means. Since -4-4 is a common mode test, with the 33 nF caps directly coupling to each mains conductor and the protective earth conductor in the CDN. I don’t think that -504 is asking you to test line-to-line differentially. I’m not sure how you would even test Burst/surge differentially on a power port.
