It's not a rule of thumb; it's correct procedure. Until the primary 
standard you are citing is updated, you MUST use the version of the 
reference standard it calls up. Because of this, the standards bodies 
had to agree to make the older versions still available.

A few months ago, an eagle-eyed assessor found a reference to a standard 
about 30 years old and demanded to see that the test house had a copy! 
They didn't, and the standard is being changed!
