Ian, The test equipment specifications for each are found in the Normative References (section 2).
This is a bit tricky with EN61000-3-2: 2006, the test equipment spec is IEC 61000-4-7 (undated) which implies that you use the most current version. If you read the current version of IEC 61000-4-7: 2002, 7: Transitional Period, it allows the use of IEC 61000-4-7:1991 Provided you document that the testing was performed using the older standard. The difference is the inclusion of interharmonics. Regarding EN61000-3-3, the current test equipment spec is EN61000-4-15: 1998 +A1:2003. It replaced the older EN60868:1993. The standard seems to have been rewritten to include testing in 120V 60Hz systems. The flickermeter response is unchanged.
