The Safety Agency won't have to investigate, for example, the flammability requirements, or the accessability requirements, if a component is powered by LPS only. So either the manufacturer couldn't do, or wouldn't pass, this testing on the product; and as a result, a condition of it's use is that it can only be powered by LPS/Class II supply.
