The scenario that caused the addition of the “assuming it is used as intended” phrase was RS-232. RS-232 normally is limited to 15 meters of cable, and that was not considered to be telecom length. But, the Australian committee claimed that there were installations with 1000 feet of cable. Not running at full speed, obviously. Thus the qualifying phrase.

The note to this section makes it clear that USB ports are not to be considered telecom ports. The above however does assume that the USB port is being used for its normal role of interconnecting components of an IT system.
