Alan, I have been doing a PhD in the radiated emissions from PLT/BPL for 
5 years part time and I'm just writing up. I always read Tim's articles 
and find them generally well balanced. I don't have any preconceived 
ideas about PLT but I think ultimately its success or failure will only 
in part be related to EMC. I suspect it will be dominated by performance 
and market conditions.

My observations are:

1. The radio amateur community are the main protesters to PLT and would 
have more success if they presented their argument in a less emotional 
and balanced manner.

2. It will not take off in the UK because there are better methods for 
both access and in-house. I worked in Texas for a while and even 
geographically disparate locations already have acceptable internet and 
on demand services. I can see it being successful in the developing world.

3. Almost all individuals that present measurements never present the 
errors (there are various types and most are very significant).

4. The chances of a ratified EU or CISPR standard in the next few years 
are slim. In the five years I have been studying it the CISPR 22 
standard for PLT has been "just around the corner".
