Richard, Cofetel is the regulator You will need a legal licenseholder in Mexico to hold the cert and be registered with Cofetel before application is made. If no such legal licenseholder (such as your importer), there are agents that provide such a service for a fee. The initial certification (typical lead time 7-8 weeks) is called the provisional cert and is valid for 1 year. If you plan on continuing sales in Mexico, you will need to apply for a permanent cert before expiration of the provisional cert. At this time, you will need to submit via a "Perito" (an Cofetel expert) documentation such as model name, trademark, radio specifications, block diagram, photos and Spanish manual. The Perito will file an application to Cofetel on your behalf for a fee. There is no need for EU or FCC reports and no samples are needed for the provisional cert. In a few months, the law will be changing and you will be required to test wifi/BT type products in Mexico at accredited laboratories or at laboratories that have mutual agreements with Mexican laboratories. These products will then have to be certified by an agency such as "NYCE" similar to what you go through now with telecom products covered by NOM-151 and NOM-152.
