A couple issues in this. 

 

First, if the access point is the one with the FCC ID and that ID includes the
module (the device is certified with the transmitter), then you must obtain a
totally new FCC ID as you cannot swap transmitters.  See CFR 472.1043).  This
would basically be the approach for IC as well as neither FCC nor IC allow
swapping transmitters under a PC2 or reassessment.  This is the worse case and
would means either direct filing with the FCC (grant issued possibly months
later) or a TCB.  Documents would be that of a typically certification –
letters (authorization, request for confidentiality etc), block diagrams,
photos both internal and external, operational description, schematics, MPE
report, test report, setup photos and manual.

 

If both the older and newer module have their own modular approval (i.e. their
own FCC ID), then you only need to put “Contains FCC ID:xxxxx” on the
access point for whatever FCC approved module you are using as long as it is
mobile rf exposure (more the 20cm separation from the body) and not portable
rf exposure (less than 20cm separation from the body). If portable, then there
are SAR issues that change the whole thing. I assume this is a mobile device
as it is stated to be an access point.

 

The EU is the typical self declaration depending on its class.

For a new application, the required document per the FCC is listed under
Section 2.1033 of FCC Rules (or 47 CFR 2.1033).  IC has a similar requirement
(RSP-100, RSS-Gen).  Please note IC doesn't accept "-" within the unique
product number.

 

For permissibe change, if you are not the certificate holder, you may have to
change the identifier.  FCC allows changing the FCC identifier and permissive
change being submitted together.  Please refer to FCC KDB 513465, FCC 2.933,
FCC 2.1043.  A similar process applies to IC (multiple listing).

 

In addition to an authorization letter(s), you may need to obtain Schematics,
Block Diagram, and Theory of Operation from the provider.

 

If the changes only apply to the receiver portion of the module and the module
is not a computer peripheral, Class I Permissive Change may apply.  This means
equipment authorization of verification applies.

 

For EU, it is self declaration (learned from members).

new module in our product for emissions and it exceeds the performance of the
previous unit.  As a result the engineers want to change to this new module.
