The price is easily justified.  No one has to buy a CDN; the drawings are in
the standard appendix. So everyone doing this test is faced with a build or
buy decision.

Assuming CDNs are indeed being sold, you have to figure into the build/buy
decision-making process the onerous ISO-9000 related paperwork that often
convinces companies it is easier to buy the certification paperwork than to
go through the process in-house.
