Gary, Do not know anything about 3d ed of -4-2. Only change I am aware of is HCP,VCP = 6kV
Not at desk cptr, but remember that 60601-1-2 says something like unless the device has very hi ESD immunity of 35kV, warnings on equipment and manual required. If medical equipment used outside of the 'normal healthcare' environ, test levels should be specified to scoped stds. Normally I would look at 60601-2 medical electrical equipment ....EMC compatibility.... But it only requires 6 and 8kV. The standard is going through all the time consuming purchase request channels, until then can someone with the 3rd edition help me understand when the 15 and 30kV is required. The device itself is used in patient monitoring and could be used in an operating theater.
