I haven't heard of any recent discussions about tolerance or of uncertainty, 
but a couple of decades ago, the measurements were compared to the limits or 
declared values with no consideration of tolerances.  
AND then, if the object came under surveillance, and the measured value was 
within the tolerance or uncertainty, no problem.  If it exceeded the tolerance, 
the inquiry began.
This has something to do with statistics and which end you apply the 
flexibility with subsequent results.

In delegated regulation with regard to energy labelling, there are verification 
tolerances for market surveillance.  I have learnt that there is a new 
interpretation discussed in EU countries recently that the 
manufacturer/importers cannot use the tolerances in the measurement to support 
the declared values.  The measured values must fall into the range of declared 
rating without the use of tolerances.  Have anyone learnt about that and any 
detail why the tolerances are solely used by market surveillance?
