The 2nd Edition of IEC 62368-1 refers to IEC 61051. TC66 should first identify the safety issue associated with varistors (fire) and the causes of varistor conflagration. Then, TC66 should apply those requirements from IEC 61051 that are likely to prevent conflagration as well as prevent spread of fire in the event of conflagration of the varistor.
