Answering your question, a counter is not a sign. The standards include definitions, but a sign must display something, and a traffic sign must display something to traffic. For instance EN 12352 (Warning and safety light) and EN 12966-1 (Road traffic signs Variable message traffic signs). I have difficulties with the definition of traffic signs and wonder if for instance a unit for counting pedestrians, bikers or cars is a traffic sign. Does somebody have a good link to something like a guideline for the CPD, or link to other information concerning this directive?
