Be careful with the idea that you can do anything on any frequency under 15.209. This simply is not true. While under 15.209 a perimeter protection device can operate in the 54-72 MHz and 76-88 MHz bands, no other type intentional radiator is allowed to have its fundamental in the 54-72 MHz, 76-88 MHz, 174-216 MHz or 470-806 MHz.
