If you emit under the levels of 15.209, then 15.205 says... (b) Except as provided in paragraphs (d) and (e) of this section, the field strength of emissions appearing within these frequency bands shall not exceed the limits shown in § 15.209. Which I find interesting. Only spurious emissions, 15.205(a), are allowed in the restricted bands, but if your emissions are below the limits 15.209, then anything is allowed. So what are the higher limits on spurious, 15.205(a), if anything is allowed below the limits of 15.209? Specific exemptions excluded from the question since they are specific. I keep ours under the 15.209 regardless. I think this is a problem with each paragraph being written at different times by different people, and so the langauge does not merge well.
