Some context on the EU legislative process - The document Ted provided the 
links to is the input proposal from the EU Commission to the Council and the 
Parliament. As those two "houses" debate things, amendments to the Commission 
proposal will be put forward and argued over. The output document might look a 
little different from this input document. Also, I *think* it is correct that 
the changes highlighted with grey are "up for discussion" but those that are 
not greyed have to stay put.

If you don't like what is proposed there is a chance to have your voice heard, 
particularly if it is channeled through an industry organization with 
representatives willing to travel to Brussels.
