Yes, because your US-bought computer almost certainly doesn't meet EU requirements, unless you tell Dell that's what you want.

I assume what the EU really wants is a name and address on the product of someone in Europe that they can get a hold of in case a non-compliance is discovered.

Yes. This is by no means a new situation. EU regulators have been chasing multinationals for 20 years about non-compliant product that turns out to have been imported by Sum Yung Gai.
