Typically for FCC, I'm seeing
-- name change, (clones the original), followed by
--Class 2 permissive change:  to co-locate devices [more testing]
--Add a different antenna with same gain, different type/manufacturer [more 
testing].
 
Comments regarding Bluetooth performance testing are probably the deal 
breaker...

Aside from regulatory, be advised I believe the use of the Bluetooth logo is a 
trademark that is granted by a rigorous Bluetooth qualification program at a 
Bluetooth qualification lab.  Bluetooth qualification, in addition to 
regulatory certification, is very expensive.  Bluetooth qualification is about 
performance and functionality, whereas regulatory is mostly not about 
performance.
