I think this is a wake up call for manufacturers to be more diligent in even minute details like the markings.
I have already had experience that the surveillance authorities can be more concerned with the documentation than the actual compliance of the product.   With foreign suppliers it is hard to keep track of packaging changes unless you have a rigorous internal inspection process in place.

For the Surveillance Authorities we have already seen some like the Southern EU countries that are in financial difficulty looking very closely at product markings and EU declarations.  This is low hanging fruit when they go into stores and check for CE marks.   

I think we will see more EU countries and potential EU countries like Turkey finally cranking up their inspections.
You will have to have full time clerks just to handle a potential flood of cosmetic compliance issues to keep the goods moving without market disruptions. It will happen.

The Commission have made no secret of the fact that this new measure is
a crack-down, not only on the grey importers but on the market
surveillance authorities themselves, which, in some countries, have been
very lax.

That's a typical effect of a crack-down. I doubt they were blocked for
long, but if that error could escape the manufacturer's notice, so might
a 0.3 mm error in a 5 mm insulation clearance.
