Peter, Pls find all different Code of Conducts on: http://re.jrc.ec.europa.eu/energyefficiency/html/standby_initiative.htm It is a voluntary program but widely accepted and requested in Europe, at least CoC-Broadband and CoC-EPS I'm familiar with; both are in version 5 now.
The mandatory program is part of CE marking and is called up by the ErP Directive 2009/105/EC and its specific Commission Regulation (EC) No 278/2009 for external power supplies. Requirements are different and still less stringent than CoC-EPS, but this is expected to line up in the near future. We have been told by a couple of NRTL that the new requirements from EU concerning external power supplies energy efficiency have been changed as of January 2014 and the new requirements that covers minimum efficiency and standby power has become more stringent. They are not able to give us more information and I have not been able to get anything on the web yet.
