To all - please excuse my incomplete post, as I was referring to chargers. Also, just back from the frozen tundra (eastern U.S.), and one of my stops included lunch with an old friend @DoE - he inferred that senior management is 'clueless', and they have waffled back and forth about what to do with chargers. The below reference to 10CFR430 , most kindly provided by Ted, includes this statement:
"...and giving careful consideration to the complexity of the issues related to the setting of standards for battery chargers, DOE has decided to adopt energy conservation standards for EPSs while weighing for further consideration the promulgation of energy conservation standards for battery chargers at a later date." Note that same FR publication also talks about the mess provided by the CEC, and effectively concedes to California law. As several members have contacted me off-line about this, will include portions of some of my (less inflammatory) responses: The U.S. may be the only western state having no well-defined policy for both EPS and small battery charger efficiency.
