Calibrated network analyzer and AC source. Simple 5 min test that is easily 
automated (about 150 lines of Python code); or about 2 hours of technician time.

Should note that the NETWORK is the thing being verified - as a 'calibrated' 
hi-bw , hi- C/F, true RMS (thermal converter) instrument is used. But I have 
used (less exotic) DMMs  and DSOs with acceptable results. Also, do not forget 
the peak current - suggest reading Mr. Perkins papers on this.

I am trying to find out an accredited calibration lab capable of calibrating my 
Leakage (Touch) Current Measurement Instrument according to the latest IECEE 
Operational Document, CTL-OP 113 Ed. 1.1, that is:
 
-conformance with IEC 60990:1999
-verification of input impedance to IEC 60990:1999 (fig. 4)over the frequency 
range of 20 Hz to 1 MHz
- calibration of both RMS and peak voltages over the frequency range 20 Hz to 1 
MHz.
 
Any suggestion or experience with the calibration of this meters?
