Calibrated network analyzer and AC source. Simple 5 min test that is easily automated (about 150 lines of Python code); or about 2 hours of technician time.
Should note that the NETWORK is the thing being verified - as a 'calibrated' hi-bw , hi- C/F, true RMS (thermal converter) instrument is used. But I have used (less exotic) DMMs and DSOs with acceptable results. Also, do not forget the peak current - suggest reading Mr. Perkins papers on this.
