Microwave ovens are classified as ISM, because the definition of ISM really has nothing to do with 'industrial scientific and medical' but a great deal to do with 'the intentional use of radio-frequency energy'. Another case of failure to predict the future; when 'ISM' was invented, no-one thought that a 1 kW 2.4 GHz (potential) transmitter would be in nearly every home.
