Correct, at least for my experience, but cannot comment on the test units of Mr 
Smith.

Leakage inductance, winding capacitance, and the RC time thru the x and/or 
y-caps.

So do you have any explanation of the delay? I was imagining some sort of 
serial build-up of energy, not a 'straight line' propagation effect.
