Some of the product specific standards include requirements for protection against siesmic effects, although I don’t know of any which are harmonised under the Machinery Directive. Probably the one closest is: BS ISO 11031. "Cranes. Design principles for seismic load” which is still a draft (12/30269745 DC). Purchaseable from BSI for GBP20.
I’ve just had a quick look at it, and it contains quite a lot of maths, but it also gives risk factors for different territories worldwide. I’d say it’s probably a good start for answering the question you asked (and since it’s a draft, it’s cheap!). I’m not sure whether or not I agree with Lauren that the MD does not require you to consider siesmic effects. What I do know is that it’s wrong to think that just because the risk is very low in places like the UK then you never need to do anything about earthquake protection.* If you are designing serious infrastructure (rail, power stations etc) then earthquake risk definitely needs to be on your radar.
