I feel your comments are pretty close to being on target. I was hoping for
simple symbolic way of representing switch position (open/short) and avoid
using something that looks like a schematic.  The switch we are now using
already comes with an embossed "0" and "1" but this is not a power switch
and does not power the equipment on and off.  In fact the definition of ON
and OFF seems a bit ambiguous in this situation as I'm not certain which
term would actually apply.  That is, does ON mean the short is active or
does ON mean the equipment can be turned on?  The LOTO idea is worth
considering, in most cases this shorting switch is used at the same time as
the main power lockout.  Possibly a padlock symbol for open and closed may
the way?  These suggestions will be helpful as I work with my agency
engineer to come up with some kind of answer.
