Yes, the fact that only the flammability provisions are inadequate but the 
other provisions are (probably not) does indicate a difficulty. Unfortunately, 
listing in the OJ is ‘all or nothing’ – there is no procedure for partly 
withdrawing listing.
 
Manufacturers who have a new product to launch may experience a delay, but if 
the product has a flammable back cover, they need to change that anyway. If it 
has a metal cover, they can apply the standard ‘in part’ and document their use 
of a metal back, preferably with test results.

I understand your point.  I think the rest of the particular standard needs to 
be addressed in some way.  There are labeling and manual requirements as well 
as safety of refrigeration circuits in this standard that aren’t anywhere else. 
 IEC/EN 60335-2-75 references 2-24 for some of this information so as not to 
repeat it.

I don’t think the European surveillance authorities would accept that. It’s 
clearly evasion of the decision to withdraw.  As far as I can see, the only way 
to proceed is to use a clearly non-combustible back cover, such as sheet steel, 
and document a detailed explanation, with test results, that show that an 
internal or external fire does not propagate.

You can continue to use EN 60335-1 and reference IEC 60335-2-24 to show 
compliance.  Just because the EN is withdrawn doesn’t mean the IEC is no longer 
valid.  Knowing now about the plastic issue, maybe you do some other evaluation 
method for it to ensure it’s safe to be used in that application.
