Yes, the fact that only the flammability provisions are inadequate but the other provisions are (probably not) does indicate a difficulty. Unfortunately, listing in the OJ is ‘all or nothing’ – there is no procedure for partly withdrawing listing. Manufacturers who have a new product to launch may experience a delay, but if the product has a flammable back cover, they need to change that anyway. It’s clearly evasion of the decision to withdraw.
