If it's all 5V DC powered, you don't need to consider the EN, because
the Low Voltage Directive doesn't apply for 5 V stuff. But you may need
to consider IEC 62368-1 for other countries. It is not exactly the same
as the EN. There are requirements for emissions from LEDs, but no
specific requirements for IR interfaces. EN 55032 and EN 55035 apply in
Europe and CISPR 32 and CISPR 35 in other countries. Again, the EN and
the CISPR standards are not exactly the same.

Is this a 'one-off' - a unique assemblage, or a 'bespoke' assemblage
where each one is different, according to buyers' requirements, or a
'catalogue item', where many identical assemblies are made and
shipped? This matters, because the EMC Directive treats the three
categories differently. The description fits EN 55032, and for
immunity you should look now at EN 55035, not EN 55024. For safety,
apply EN 62368-1.
If each constituent product already complies with EN 60950-1 or EN
62368-1 and you just plug them together, you shouldn't need any more
safety testing.
If anything included uses 'wireless' (that magnetic induction or
radio-frequency, but not infra-red) the RED applies to that product only.

The intended user environments are dealer training facilities and

switched through the central PC.
Lastly, one possible sales option is “PC delete”, where customer
gets VR apparatus, software and controllers. If the controllers
happen to be wireless (e.g. joysticks, keyboards) does this
software/controller bundle become subject to the RED?
