Yes. The voltage limit applies to the mains power input, not
internally-generated or applied voltages. If your adapter doesn't have
a mains supply, you have a grey area. I suggest you explain in your
safety assessment that it is clearly correct to apply the LVD in such a
case, because there is no more appropriate Directive..
