What I neglected to mention is,

Even if a material is certified as V-0 (per UL 94), this alone is no longer 
accepted as proof of compliance for enclosures near PIS in China. The actual 
enclosure must pass the S.2 needle flame test as part of both initial 
certification and ongoing regulatory surveillance.

A recent notice (dated June 21, 2024) from the State Administration for Market 
Regulation (SAMR) and relevant certification bodies in China states that during 
the 2024 annual spot checks, a product with a V-0 rated enclosure failed the 
S.2 needle flame test as required by GB 4943.1-2022 Section 6.4.8.4 (the 
Chinese harmonized standard based on IEC/UL 62368-1).

In response, from June 13, 2024, all new and change applications involving fire 
protection enclosures (regardless of third-party V-0 certification) must 
undergo direct S.2 needle flame test verification during certification. This 
specifically applies when the enclosure’s isolation distance from a Potential 
Ignition Source (PIS) does not meet standard requirements and has not been 
otherwise verified by the S.2 method.

Starting July 1, 2024, confirmation inspections for fire protection enclosures 
during post-certification factory inspections and supervisory sampling 
inspections (especially for C and D category factories) will include the S.2 
needle flame test. If the enclosure fails, the product will be deemed 
non-compliant.
