I agree, for example, EN 62368-1:2014 clause 3.3.15: class I equipment equipment in which protection against electric shock does not rely on basic insulation only, but that includes a supplementary safeguard in such a way that means are provided for the connection of accessible conductive parts to the protective earthing conductor in the fixed wiring of the installation
class II construction part of an equipment for which protection against electric shock relies upon double insulation or reinforced insulation You say that “the PE wire, which always are present in the AC cable” but you can buy flexible mains cable with 2-cores and 3-cores depending on whether it is designed to be connected to class II or class I equipment. At one time, in Europe, the mere presence of a PE connection left the product in a grey area between Class I and Class II. It's a grey area because the presence made it Class I but of course it fails a PE continuity test to accessible conducting parts. I think that has been resolved, but I'm not sure.
