Brian, I had never heard of ICNIRP, so I did a quick search. It seems to be more of a SAR requirements, verses EMF. It primarily would apply to transmitters. Do your products have transmitters in them? There is no low cost SAR test equipment that I know of.

Back when I was working full time we had an OATs site, but stopped using it. The ambient noise floor increased to a level that caused issues along with the TV stations switching to digital, wiping out significant chunks of RF spectrum. It made the OATs site unusable. We switched to running in the basement of the building using the techniques Ken Wyatt has published in EDN, etc.
