That's right -- /dev/rtai_shm should exist only when the rtai_shm module
is loaded. but it should have mode 666 by default, allowing all users
to read and write it. Did you modify or remove the file
/etc/udev/rules.d/emc2.rules ? It should read:
KERNEL=="RTAI_SHM" SYMLINK=="rtai_shm" MODE="0666"
