Is this a laptop? If so, it limits your options. If not, then changing the video board, or even loading a new/updated driver or changing the mode that is used for some of the viseo acceleration may fix this problem. Moving a window takes a huge amount of CPU or bus resources if not done in internal hardware of the video board. If the problem is due to manipulating something on the screen, that strongly points to something in the video slowing down the CPU.
