After much trial an error I finally figured out the syntax for M66. There was 
no clear 
discription on the web site. What I found was the the motion.digital-in-01 
latched 
when used in g code... Not a good thing... that means the each time it is run 
after 
the first time it skips the M66!

The ngc test file is

snip
M66 P1 L1 Q5
O100 if [#5399 EQ -1]
        M2
O100 endif
do some stuff
snip

my postgui hal file is

net ArcStable motion.digital-in-01 <= pyvcp.arc-stable

my arc.xml file is
<pyvcp>
        <button>
                <halpin>"arc-stable"</halpin>
                <text>"Arc Stable"</text>
        </button>
</pyvcp>

If I press the button after the file runs it resets if not the next time it 
just flys past the 
M66
