If you don't have the mill you are converting yet, I have found that you
will be much better off converting a mill that is already a CNC.

I don't have one of these, but opto-coupler/breakout cards will only
provide step pulses at the rate of the parallel port, which practically
speaking is pretty slow. You may want to consider using a controller
that uses the parallel port for data communications rather than as a
pulse generator. For me, another issue is that for many systems there is
no position feedback to EMC. Also, consider what you will need for
tuning. Some systems have the PID in the controller card, so you will
need separate software to talk to the card for tuning. My Rutex drivers
will only work with a Windows based tuner (so they are just sitting on a
shelf). I prefer being able to use HALscope for tuning.
