The 5I20 driver loads the FPGA with a configuration that includes encoder
counters in the 5I20 hardware, so when using the 5I20, EMC doesn't have to
deal with the 'bare' encoder A,B and Z pins at all, just the counters in the
5I20:
for example (from m5i20_motion.hal):
