There is a sorta rule of thumb about motor voltage ratings and actual power 
supply voltages.  A 4.5 volt motor would indicate a relatively high inductance 
motor winding, one that to move with any real speed would require something 
more than the < 20 volts you have, more like 50 to 100 volts.  Most of the 
motors used on smaller stuff are usually rated 2.5 or more amps, and only a 
couple of volts.  Can the drivers you have survive a higher voltage?  That 
would be the cheapest way to get more speed.  They may require active (fan) 
cooling, so check their spec sheet.
